Guwahati, July 16: Assam Finance Minister Ajanta Neog today presented RS 566 crore deficit budget (2021-22) in the state Assembly. Some of the proposals in the budget are as follows:
Setting up Agriculture Commission to be headed by a scientist of international repute Commission's mandate: • Study & suggest measures for achieving self-sufficiency in agriculture, milk, egg & pork production • Identify constraints and devise a roadmap to achieve targets in five years • Proposal for big breeding units to produce two lakh breeder piglets annually
Rs 400 crore provided under Pradhan Mantri Fasal Bima Yojana to benefit around 30 lakh farmers
Five new medical colleges to be set up at Golaghat, Dhemaji, Morigaon, Bongaigaon, Tamulpur Estimated cost for each medical college: Rs 16 crore.
A State University to be set up in Karbi Anglong district There is a possibility to upgrade the present Diphu Government College into the State University.
Azgarh Wildlife Sanctuary to be declared in Goalpara district.
Drones to be deployed to check encroachments in hills.
Geographical area of Orang National Park to be expanded.
Chief Minister COVID Relief Scheme Financial assistance to families that have lost one or more members to COVID-19 1 lakh to next of kin of deceased. Fund allocated: Rs 40 cr.
1,000 km of embankment cum roads along Brahmaputra and Barak rivers. Fund allocated: Rs 1000 cr
Asom Mala Cost: Rs 5,556 cr. Construction of 250 km of roads by ASRIP (with aid from Asian Infrastructure Investment Bank).
Arundhati Gold Scheme Enhanced to Rs 40,000 for each bride with integration of e-Panjeeyan with Arundhati Gold Scheme portal.
New mechanisms to be adopted to ensure hills in Guwahati remain free from encroachments, including 24x7 drone monitoring to identify and preserve open spaces and hills in the city.
Assam Cancer Care Foundation (ACCF) set up in partnership with Tata Trusts to establish cancer hospitals at Dibrugarh, Barpeta, Tezpur, Lakhimpur, Mangaldoi, Kokrajhar, Jorhat, Guwahati, Silchar and Diphu by 2022.

Financial support to Sainik School, Goalpara.
Rehabilitation package for NDFB cadres.

Rs 12 crore earmarked to take over land of Assam Polyester Cooperative Society (APOL) Corporation for setting up alternate industrial activities
Budget allocation of Rs 8 crore (2021-22), Rs 22 crore (2022-23) and Rs 20 crore (2023-24) to each of six universities to be set up under Tejasvi Navadhitamastu Edu-Infra Funds (TNEIF). The universities are: Majuli University of Culture, Rabindranath Tagore University (Hojai), Bhattadev University (Pathsala), Madhabdev University (Narayanpur), Birangana Sati Sadhini State University (Golaghat) and Aniruddhadev Sports University (Chabua)
CM Widow Support Scheme to help women from low-income families and who have lost their husbands due to #COVID.
One-time financial assistance of Rs 2.50 lakh to be provided. In the first phase, 874 widows assisted with funds from CM Relief Fund.
Rs 3500 per month to COVID orphans below 15 years of age. Fixed deposit of Rs 7, 81,200 in their names.
Small Traders and Artisans to be given one-time Financial Assistance Small traders and artisans affected by COVID to be given one-time grant of Rs 10,000 through an institutional mechanism in convergence with PM SVANidhi Scheme of Government of India.
Smartphones to Class IX & X students of Govt schools to ensure no student is deprived of online education. Scheme to benefit almost 8 lakh students of Classes IX & X.
To facilitate good governance, Tamulpur is proposed to be created as a new district.
An Indigenous Faith and Culture Dept to be set up and three departments – Directorate of Archaeology, Directorate of Museum and Directorate of Historical & Antiquarian Studies – to be subsumed under the new Dept. Fund allocated is Rs 100 cr.
Boosting Fishery Sector First phase: 10,000 village community tanks of 1 hectare each to be constructed in revenue villages Fish production is expected to increase by 50,000 MT per year. Additional employment to be generated 1 lakh.
Rs 9.60 cr allocated for Garukhuti project in which 77,420-bigha land was freed from encroachment in Garukhuti under Sipajhar Block in Darrang district.
Welfare of Tea Garden Workers Scheme to cover 805 TEs, functioning household tap connections to all households in TEs, bear expense of electricity dues and chemicals for 5 years, provide piped gas supply to households. Targeted beneficiaries 2,69,648.
Food Security for All Affordable Nutrition & Nourishment Assistance (ANNA) Yojana and Anna Nischito Asoni Cooked meals to beneficiaries in association with reputed voluntary organisations.
Fair Price Shop dealers’ margin hiked from Rs 101.1 to Rs 143 per quintal.
Annual grant-in-aid of Rs 5 lakh each for services rendered in supply chain management of food grains towards reaching ONORC goal Steps for setting up POS devices in FPS Coverage of all NFSA beneficiaries under Aadhaar Allocation for ANNA Yojana: Rs 390.08 cr.
Sonali Xaishab Bikkashit Axom 1,000 model Anganwadi centres (ACs) to be set up. Fund allocated: Rs 13.50 cr. Fund to construct each AC: Rs 25 lakh, allotment of Rs 144 cr for electrification of 48,805 ACs and 13,656 primary schools.
Swanirbhar Naari direct procurement of handloom items from weavers through ARTFED & AGMC Weavers’ skill training 4-5 benchmark quality products Phase 1 to cover 1.23 lakh beneficiaries.
Construction of 313 km of roads by ARNIP (with aid from Asian Development Bank) -- four major roadways to be completed by 2021-22: • Kokrajhar to Rupsi Airport via Bashbari – 74 km • Rowta to Misamari – 50 km • Gohpur to Dholpur via Ghagrabasti – 28 km • NH 52 (Dirak gate) Bijulibon Pengeree – 38 km.
One month every year to be observed as Orunodoi Month -Orunodoi logo to be pasted outside beneficiaries’ homes, monthly assistance increased from Rs 830 to Rs 1000, additional number of beneficiaries is 6.36 lakhs. Total budget for 2021-22: Rs 1800 cr

Assam Microfinance Incentive and Relief Scheme (AMFIRS) 2021 to benefit distressed borrowers of microfinance loans. Category - 1 Rs 25,000 incentive for regular repayment of loans and maintaining good credit discipline; Category 2 - Govt to clear overdue amount if payment is overdue by 1-89 days Incentive of Rs 25,000 to be paid after restarting regular repayment; Category 3 - Loans categorised as NPA to be disposed of with Rs 7500 cr State funds & Rs 4,000-cr benefit to be transferred by lenders.
