Guwahati, April 7: The roads in the picturesque Shillong city remains almost clogged with heavy vehicular traffic throughout the week except on Sundays and other government holidays when education institutions and government offices remain closed.
When the perennial congestion on roads has made life miserable for residents of the hill city, a section of VIPs’ vehicles flaunting the read beacon, fitted with tinted windows and blowing the siren often create chaos on those clogged roads in sharp violation of standing Supreme court order and the law of the land.
A prominent civil society member in Shillong, Angela Rangad has, therefore, lodged a complaint with the Superintendent of Police (Traffic) in East Khasi Hills district, with request to make those violators fall in line to provide much needed relief to the common people on the road.
Ms Rangad has urged the SP (traffic) to facilitate FIRs against at least three such vehicles for violating the law of the and causing nuisance on the road -- Vehicle with registration No. ML05Aa 7272 having dark tinted windows and using siren at peak school hours on March 13 along the Dhanketi - St. Edmunds - Jowai Road; vehicle with Registration No. ML01 6177 using siren on the Dhanketi Road on March 13 and vehicle with registration No. ML 11A 0001 -having tinted windows and blaring siren along the Dhanketi - St Edmunds - Firebrigade Road and beyond at 8 AM on April 6.
In the complaint letter addressed to the SP Traffic Ms Rangad says, “As you may be aware in 2013 the Supreme court of India issued directives about the restriction on use of red beacon and tinted windows. In 2017, the Union Government amended the Motor Vehicles Rules to further regulate misuse of sirens, red beacons and tinted windows, restricting siren and red beacon use only for emergency services.
“Yet we find that in Meghalaya there is blatant violation of both the supreme court order and the law.
“Every day we see vehicles using sirens to beat the heavy Shillong traffic even as children are struggling to get to school and office goers to office and the ordinary person is trying to get about their livelihoods.”
She also requested the SP Traffic to intimate her as to who those three vehicles belong to / are allotted to and register an FIR against the driver, occupants and owner / alottee as per provisions of the law
